Our Story

EB-3 Consultants LLC (“EB3C”) serves as a bridge for U.S. employers facing chronic staffing shortages and candidates hailing from overseas who wish to fill those jobs, serving the dual purpose of allowing them to move to the United States long-term. We work with employers of all sizes and covering many industries, primarily in food service, production roles, hospitality and in and adjacent to the medical field. Our candidates come from countries throughout the world. In addition, we have international case managers helping recruit and communicate with candidates throughout their process.

EB3C is based in Nashville, Tennessee but we work with businesses all across the country. Our affiliated law firm, Ruby Law Group, is staffed to process a high volume of cases at all stages of this process in a quick and efficient manner. Because immigration law is federal, attorneys licensed anywhere in the U.S. are authorized to file cases with the federal agencies on behalf of employers anywhere in the U.S.

Whether we are working with employers or candidates, our guiding values are the same:

  • Listen carefully to learn the short- and long-term goals and the challenges facing our clients, as we proactively try to provide them with solutions.
  • Communicate regularly and transparently about our work, the process and the future outlook.
  • Leverage available technologies to allow for constant, real-time sharing of information about the status of our work.
  • Acknowledge and embrace the responsibility our clients are placing in our hands to help them navigate a complex and multi-stage process.

EB3C launched in 2023, but our experience goes back way further than that. Paul Ruby is an immigration lawyer who has been in practice since 2007. In that time, he has filed thousands of matters at the various stages of this process – labor certification applications to the U.S. Department of Labor; Forms I-140 to USCIS; and, countless visa and adjustment of status applications. Equally important to case processing, however, we are careful to always learn from our employer clients about their current and long-term staffing concerns as we develop plans to assist them. While the bulk of our recruiting and placement is done via the EB-3 visa category, we are also experienced in assisting employers with the H-2a, H-2b and J-1 nonimmigrant visa programs if one or more fits their needs.

The U.S. economy is changing and evolving, as it always has. In the past 30 years, we have transitioned towards an economy that employs more people in services and has a more highly-educated workforce than it did before. This has raised standards of living across the U.S., but employers in many industries now struggle with staffing due to the changing composition of the workforce. Our aim is to use immigration programs and the values described above to provide these employers with best-in-class service while staffing those hard-to-fill jobs. Simultaneously, we work with and place overseas candidates in jobs for which they are good fits, allowing them to start and create their American dream.

Paul Ruby

Paul Ruby created EB-3 Consultants LLC (“EB3C”) in 2023 as a complement to his law practice, Ruby Law Group (“RLG”). Mr. Ruby is primarily a business and investor immigration attorney, practicing in that area exclusively for over a decade. He is based in Nashville, Tennessee and the RLG/EB3C office is located conveniently right on Music Row.  EB3C represents the natural evolution of Mr. Ruby’s work. He is highly visible in the business immigration industry and has been able to form key strategic partnerships with all around that world, from which he can reliably source hundreds and even thousands of high-level candidates each year.  Mr. Ruby has a wealth of experience working with employers in many different industries and knows that no two businesses are exactly alike. He comes to understand a business’ needs through open communication and this helps EB3C create individualized hiring plans that are responsive to their needs and will yield the very best candidates for the needs of any business.
